Landon Bow stopped 24 of 27 shots against him. He came up especially big in the first period when Texas was outshot 11-1. In the second, the Stars scored their three goals on just six shots and added their game-winning goal in the third while sending just three shots on net.
With five shots saved among nine total, Texas chased Hunter Miska from the Tucson net when Sheldon Dries scored what would become the game-winner.
Curtis McKenzie had his first point since returning from injury, a secondary assist on Dowling's goal in the second.
The Stars return home to play another hot club, Manitoba, on Wednesday.
